The Ministry of Industry and Trade of the Russian Federation has approved updated conditions for subsidizing charging infrastructure for 2025!

In July 2025, the Ministry of Industry and Trade of the Russian Federation officially approved new conditions for providing subsidies for projects to create and develop charging infrastructure for electric transport. The updated state support program is designed for 2025 and aims at the accelerated deployment of EV charging stations across Russia.

According to the published changes, the program has become significantly more flexible and extensive:

• Financing has been increased almost twofold, which will attract more participants and enable larger projects.
• For the first time, conditions for implementing group projects have been legislatively formalized, opening access to subsidies for combined infrastructure initiatives by developers, property management companies, and other industry players.
• The mechanisms for transferring and reselling charging stations acquired with state support have been clarified and legalized—such actions are now permitted if established rules are followed.

The procedures for submitting applications and interacting with government bodies have also been simplified. The innovations significantly expand opportunities for the private and corporate sectors, lowering barriers to participation in the national support program.
